Introduction to “Project Excellence Model China” and “IPMA-PMRC China National Project Management Award”

For improving Chinese project management and reducing the gap between it and international project management, Chinese Project Management Research Committee has developed and compiled “Project Excellence Model China” and “Criteria of IPMA-PMRC China National Project Management Award”, under the support of International Project Management Association. It is based on IPMA “Project Excellence Model” in conformity with real situation in China. The model and the ICPMA (abbreviation of IPMA-PMRC China National Project Management Award) criteria have been appraised and approbated by national experts and have been carried out in China in June, 2006. It symbolizes that there are the criteria and model to test the capability and level of Chinese project management. At the same time, it narrows its gap with international project management.
    1. Sketch of “Project Excellence Model China”
    1).Being adding some valuation criteria (4 main valuation criteria and 9 sub-criteria, total score 200) based on “IPMA Project Excellence Model”, the Project Excellence Model China has an integrated valuation system. It consists of 13 valuation criteria and 31 sub-criteria with a total score of 1200. (The figure 1 shows the Project Excellence Model China.)
    2).After being mended and improved some valuation method based on the “IPMA Project Excellence Model”, Project Excellence Model China has a scientific valuation system and valuation principle.
    3). ICPMA assessment procedure and assessment method have been established, based on Project Excellence Model China.
    4).For improving project management in China, ICPMA activity scheme has been established, with emphasis on Excellence Model and extending its diagnosis before assessment and improvement after the award.

    The main section in the Project Excellence Model China covers nearly the whole contents of IPMA Project Excellence Model and the appended section have contents based on contemporary China and real situation of Chinese project management. In developing China, a series of problems have become serious, such as resource scarcity, low efficiency in resource use, environment deterioration, and people and environment not in harmony. So we appended these contents in accordance with policy of resource saving and environment-friendly. Besides we are building an innovative country and project is the carrier of innovative activity. As project managers, they should apply innovative ideas, innovative technology and innovative method of work.

    3. Assessment organization and procedure
    The compilers have established strict and scientific institution and assessment procedure for organizing, examining and assessing effectively, and trying hard to make the process justly, impartially and objectively in its execution.
    1).Organization committee of IPMA-PMRC China National Project Management Award
    The organization committee of IPMA-PMRC China National Project Management Award is the highest authority of assessment activity. It takes full responsibility in organizing and leading assessment activity, choosing prize winners through public appraisal, publicizing and awarding prize to winners. The committee consists of leading members in PMRC, well-known experts, scholars, and experienced project managers.
    2).Jury of IPMA-PMRC China National Project Management Award
    The jury of IPMA-PMRC China National Project Management Award is responsible for concrete assessment work, such as, organizing the whole assessment process each time, submitting assessment report and feedback to the ICPMA committee, putting forward the list of excellence projects. The jury members should be selected by PMRC from those experts, scholars and experienced project managers, who has no relationship with the award application team.
    3).Assessment team of IPMA-PMRC China National Project Management Award
    Under the jury of IPMA-PMRC China National Project Management Award, the assessment team of IPMA-PMRC China National Project Management Award is responsible for assessing concrete projects, according to valuation criteria and procedure. Assessors must have participated assessor-training and won ICPMA certification. Every assessment team should consist of three to five assessors.
    The model and the activity regulate assessors’ behavior. The assessment method emphasizes objectivity and independency in the process of application, verify the truth of the applier’s report. A quantifiable method is used in analyzing and making judgment, a series of procedural files, such as assessor manual and all kinds of assessment sheet, and software have been designed. The knowledge and judgment of the facts and evidence by the assessors is converted into scores, facilitating it easy to compare, so making the assessment justly, impartially and objectively.

    4. Relevant activity
    Relevant activities include:
    1).To compile relational material, books such as “Project Excellence Model China” and “IPMA-PMRC China National Project Management Award”. Those books and material are for enterprises and project management teams to carry out self-assessment and comparison;
    2).To organize inside assessor training and certification, in order that enterprises, social organization and project teams study and implement “Project Excellence Model China”;
    3).To organize assessor training and certification for the ICPMA activity;
    4).To initiate consulting service, such as diagnosis before assessment and improvement after the award, according to the requirement of enterprises and project teams. “Chinese Project Excellence Cases” is compiled on the summary and published;
    5).To study in-depth “Project Excellence Model China”, making it more scientific and applicable, on the basis of ICPMA assessment activity;
    6).To assist the applicant, who wish to participate in the IPMA activity, by analyzing and summarizing project management work, to create more conditions for more project-teams to win “IPMA-international Project Management Award”;
    7).To carry out international exchange with IPMA-International Project Management Award Committee.
    5. Significance of “Project Excellence Model China” in assessing project management
    1).Through the analysis and assessment by the project management experts on the model, not only could the applicants come to know their problems in project management, but also, and more important, they will realize the advantage and disadvantage in their project management process, and their weakness compared with international project management and Project Excellence Model China. It is profitable not only to project management teams but also to project managers. “IPMA International Project Management Award” offers a considerable gain of prestige. Prize winners are publicized and the logo of the “IPMA International Project Management Award” is available for company documents and publications. This enables the teams to show that they are recognized as most successful project teams.
    2).Appliers could learn more knowledge through the process of application, summarization, studying and research, lessons in the feedback reports. And the process would help them overcome the phenomenon of being too general, too superficial and impressional in their past assessment management.
    3). On the basis of “Project Excellence Model China”, the trained internal assessors by PMRC for enterprise can test and assess their own project management in a planned regular manner. Through scientific assessment method in each phase of the project lifecycle, it will surely upgrade step by step.
    4).On the basis of “Project Excellence Model China”, through organizing ICPMA activity, self-examination and self-assessment activity could be initiated in project team, enterprise and social organization; Inter-examination and inter-assessment activity could be initiated in a trade or area; unified assessment activity could be unfolded in the whole country. It is helpful for improving Chinese project management and building up the project management excellence image.
    5).Through studying, comparing, implementing “Project Excellence Model China” and developing the ICPMA activity, it will bring more chance for Chinese excellence projects joining the international ranks.
